Introduction:

Before any organisation can use WhatsApp Business API with Glific, must complete Facebook Business Manager Verification and Gupshup setup.

What is Business Verification and Why it is needed ?

Business verification ensures that a Business Manager account is associated with a genuine business or organization. It’s required to comply with Meta’s policies, maintain brand consistency (your Page, domain, and documents must match), avoid delays during chatbot onboarding, and unlock higher messaging limits and template approvals.

Gupshup acts as a WhatsApp Business API provider that enables seamless messaging between NGOs and their users. While Facebook (Meta) provides the underlying WhatsApp API, Gupshup manages essential aspects such as message routing, template approvals, and ensuring reliable delivery. It also simplifies integration with platforms like Glific by handling the technical complexities of WhatsApp’s API, ensuring scalability, compliance, and uninterrupted message flow. This is why both Facebook and Gupshup are required for effective chatbot communication.

This process verifies two key aspects:

  • To verify the legal name of the business
  • To verify the legal address or phone number (Note: The phone number should not be linked to a WhatsApp account) You will have to upload the official documents to prove your business is registered. Facebook Business Manager takes a maximum of 3-4 working days to get verified by Meta

Prerequisites:

Before starting, ensure you have the following 4 things ready:

  • A Facebook Business Manager account

  • A Facebook Page linked to your organisation with admin access. (Important: This is separate from the Business Manager; both are needed.)

  • Official legal documents of your organisation:

  • Registration certificate / incorporation documents - Required to verify the registered name and branding

  • Utility bill (Electricity bill/Internet/Mobile bill) or bank statement showing legal address -- Required to verify the name of the organization, the address, and phone number i.e (BOT number). If the BOT number is not available. Please match the exact address

  • Phone number on which you would like to run the chatbot Make sure that this phone number should not be associated with WhatsApp Business or WhatsApp application. Needs to be active for the use so that you can get sms/call for verification. It could be running on a basic monthly plan.

Process Overview :

Here’s a high-level flow of the steps involved:

Note:If you already have a FB Page, Business Manager/Portfolio, you don’t need to create it again

Step-by-Step Verification Process:

  1. Log in using a Facebook account connected to your Business Page.

  2. Access Meta Business Suite.

  1. Click on the downward-facing arrow in the top-left corner of the Facebook interface to open the dropdown menu.

  1. Choose your Business name from the dropdown.

  2. Click on Settings sign right to your business name.

  3. If the settings icon isn’t visible, it’s likely that you don’t have a Business Portfolio yet. In that case, click on Create Business Portfolio.

  4. Fill in all the required details, and once submitted, you should see the Business Settings icon next to your business name.

  5. Click on Business Settings icon and go to Business Info

  6. In the Business Setting section, you will find options to update your business details, including the Legal Business Name, Address,and Contact Number. Note: The address you enter should match the document you'll be submitting for verification

  7. Click on View Details next to the Business verification status.

  1. Sometimes, the ‘Start Verification’ button may be greyed out or shown as Ineligible for Verification. In such cases, you will need to create an account on Gupshupand complete a few steps.

  2. Please follow this link for Gupshup Setup

  3. Once the Gupshup app goes live, return to the Facebook same Business Info page( Business verification status) click on view details, and the Start Verification button will be enabled beside Ineligible for Verification.

  4. If the Start Verification button is enabled, proceed with the below steps and then continue with creating an app on Gupshup.

  5. Click on Start Verification

  6. Select your business name from the list.

  7. Enter your business details and click Next to proceed.

  1. Select the preferred method for getting the verification code.

  1. Upload Legal Business Documents - Ensure the documents match your business details on Facebook.Using Certificate of Registration is highly recommended.Please make sure your provided business details exactly match with the details in the document.

  1. Once done, Facebook will take 3-4 working days to review and you will receive an email once Facebook is verified. The button in the Security Centre will also have change to verified. Please reach out to us in case it's taking more than a week. We'll reach out to FB to expedite the process.

Domain Verification

Domain verification in Facebook Business Verification helps prove ownership of your website domain. It allows you to control editing rights for link previews, set conversion tracking, and secure your brand identity on Facebook.

While it’s not mandatory for WhatsApp Business API setup, completing domain verification improves trust, brand consistency, and gives you greater control over your messaging and analytics — which can be valuable for NGOs managing campaigns.

How to verify your domain with Facebook ?

  1. Go to the Business Settings on the left hand side.

  1. Navigate to Brand Safety and Suitability

  2. Under this section, you should find an option for Domain

  3. Click on Add a domain

  4. Select Request access to your domain

  1. Complete the three options as shown in the below screenshot and verify the domain.

Note: When adding a domain, only include the domain name itself without www at the beginning. For example, if the domain is www.example.org enter it as example.org

  • Complete few steps as shown in the below screenshot and the page will be added to your facebook business account

Which documents are accepted for Facebook Business Verification?

  • Certificate/Articles of incorporation
  • Business registration or license document
  • Government-issued business tax document
  • Business bank statement
  • Utility bill

What to do if the Business Verification gets rejected ?

Check the rejection reason going to the Business Manager → Security Center.

  • Facebook gives a reason (e.g., mismatch in documents, incomplete details, unsupported document type)

  • Make sure your business name, address,exactly match across all documents and your Facebook Business Manager.

  • Use official legal documents such as GST certificate, company incorporation certificate, or government-issued business license.

  • Upload documents in clear, high-resolution format.

  • If one document isn’t accepted, try another valid business proof.

  • For address mismatch, you can provide utility bills or bank statements with the registered address.

What is Branding Consistency ?

For smooth FB verification to happen, it is very important for your organization branding to be consistent with your registered entity name. Here are a few guidelines/workaround for the same-

  1. Your Facebook page and domain name should be exactly the same or close to the registered business name. If that's not the case, For eg- Glific Two-Way Communication Inc. is the registered name but the Facebook page name is Glific, and the website is www.glific.org, and email id is info@glific.org, then you would need to explicitly mention on your website about page that "Your organization name is Glific Two-Way Communication Inc. but popularly goes by the brand Glific". You may add it in any words you'd like but it needs to be very clearly mentioned.

  2. This applies also to cases where you may have subsidiary programs such as Chat for change is the program by Glific which has an FB page, website, etc…but the registration certificate is in the name of Glific Two-Way Communication Inc. You would need to get approval for the registered business entity.

  3. Once this is done, you can give a specific display name to the chatbot which is relevant to the program and not the main entity. So, the chatbot name can be Chat for change but again, it should show a clear connection with the main entity Glific Two-Way Communication.

  4. Since you may also need to later verify your domain(website) you need access to your website codebase or have a valid email id for the domain such as info@domain.com
